A bike-friendly city requires network thinking, and cycling infrastructure should be integrated into the citywide transportation plan.

The City of Heidelberg retained Mobycon to develop its cycling masterplan in the years 2023- 2024.

Objectives for the project includes the analysis of the existing cycling-related policies, plans and infrastructures, followed by the definition of concrete measurable goals related to cycling mobility as well as the city’s new guidelines and infrastructure design standards.

Based on those, an updated cycling network will be developed together with a list of recommended measures. These will focus on closing gaps within the cycling network, wayfinding, bicycle parking and integration with public transport. The network and measures is developed with input from GIS analysis and participatory workshops with stakeholders.

The final deliverables consist of an online map of the new cycle network and report describing the network and the proposed measures.

Our Approach

At Mobycon we believe that cycling is not a goal in itself. Instead, cycling is an evident tool that can support climate change mitigation, improvement of the quality of public spaces, ensure public health, support the economic vitality of a place, and so much more.

With an existing cycling modal share of 21%, Heidelberg already has significant experience with cycling infrstructure. However, we provide them with an enlarged vision about the changes a cycling policy can bring in terms of quality of life/public health/environment protection but also in relation to local tourism/economic development or the reduction of mobility poverty.

Combined desk research and on-site visits were carried out in the earliest phases to better assess the current state of the cycling network (including the wayfinding system and intermodality offers).

Thanks to an “evaluation concept” developed all along the project, we gave the city the knowledge and means to measure its own cycling policy results.
