As the transport sector continues to innovate, policymakers need to act quickly to respond to new forms of mobility.

Speed-pedelecs, electric bicycles that can reach speeds of over 45 km/h, represent a new policy challenge that European countries have dealt with in different ways. In partnership with CIVINET DSR and the city and district of Konstanz, Mobycon organized a speed-pedelec study tour for German policymakers through Germany, which does not allow speed-pedelecs to use cycle paths, and Switzerland, which does.

We facilitated knowledge sharing between German and Swiss stakeholders so that the city and district of Konstanz can be better informed as it prepares to implement a network of speed-pedelec paths. In preparation for this event, Mobycon was commissioned by the German Bicycle Industry Association to conduct a study of the rules for and experiences of speed-pedelec users in five European countries.

Our Approach

  • Develop a base of knowledge concerning the uptake and treatment of speed-pedelecs in Europe: in which countries can they use bike infrastructure? Where are they most common today? These findings were collected in a report for the German Bicycle Industry Association.
  • Share this knowledge by bringing regulators from Germany and Switzerland together for presentations from some of the leading policymakers and academics focused on speed-pedelecs
  • Connect governance to experience by leading policymakers on a tour between Germany and Switzerland and emphasizing the differences in how each country treats speed-pedelecs on the road.
